Strategic visioning plan
The Strategic Visioning Plan outlines the overarching day-to-day structure, goals, and objectives for capacity building to ensure it is best suited to carry out its response, recovery, and mitigation functions and responsibilities. This Strategic Visioning Plan will be reviewed periodically and revised as necessary to satisfy changing conditions and needs.
Emergency operations plan
The Santa Clara County OEM Emergency Operations Plan establishes the County's incident management organization that supports first responders, facilitates public information and interagency communication, and maintains continuity of government. OEM has developed hazard and function specific annexes to support the implementation of the Emergency Operations Plan.
Emergency Operations Plan Jurisdictional Model provides instructions, guidance, and sample text for developing city or jurisdiction emergency operations plans in accordance with Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans (CPG-101).

Operational area hazard mitigation program
Hazard mitigation is any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. Mitigation planning breaks the cycle of disaster damage, reconstruction, and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of disasters in the future.

Public information and education
Public information and warning is a critical emergency management capability and an inherent local, state, and federal government responsibility.
The OEM PIO convenes and engages the Santa Clara County Operational Area Joint Information System (SCC Op Area JIS) to coordinate information and support community preparedness through public information and education resources.
The SCC Op Area JIS is a network of individuals responsible for supporting emergency public information and warning. Members come together from a broad spectrum of agencies, disciplines, and jurisdictions throughout Santa Clara County to work together to coordinate public information and warning efforts before, during, and after emergencies in the County of Santa Clara.
